Under general direction of the Education Fiscal Services Administrators of the Offices of Financial Accountability and Information Services and Fiscal Oversight and Support in the SFSD, the Staff Services Manager I (SSMI) manages the Information Services Unit B, responsible for collecting and disseminating school employee salary and benefits data from California’s transitional kindergarten through grade twelve local educational agencies (LEAs) and preparing related legislative reports. The SSMI provides leadership, direction, and supervision of analytical and support staff in implementing the School Employees Salary and Benefits Data Collection (SESBDC) system required pursuant to Chapter 345 of the Statutes of 2024.

Duties include:

  • Coordination with the Technology Services Division to ensure system design aligns with statutory requirements and project deliverables.
  • Review of business requirements, system documentation, and testing protocols to ensure accurate and reliable data collection. 
  • Directing staff in providing user support, responding to data errors or submission issues, and resolving escalated concerns. 
  • Directing staff in the compilation and analysis of SESBDC data for use in the annual report to the Legislature. 
  • Working collaboratively with Information Services Unit A to align SESBDC data with the SACS Web financial reporting system.

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in and a basic understanding of data processing systems, computer software programs and tools, electronic transmission of data, and communications systems. 
  • Knowledge of school district administration and fiscal management, including accounting and year-end reporting, public school law, and finance.
  • State legislative processes, and the functions, rules, and regulations of the California Department of Education. 
  • Ability to interpret data; solve administrative and fiscal problems. 
  • Speak and write effectively. 
  • Establish and maintain cooperative relations with local and state officials and agencies; relate to school boards, chief business officials, and superintendents. 
  • Work effectively with unit staff as well as top administrative personnel in the Department and other agencies.
