Job Description and Duties

Under the general direction of the Legislative Affairs Division Chief, and in collaboration with the Assistant Deputy Director of Legislative Affairs and the other Office Managers in the division, the Staff Services Manager II serves as a program Chief of Staff providing consultative, administrative, and program direction and support services to the Assistant Deputy Director and Division Chief with a focus on complex issues and policy matters of critical concern to the Department. The position manages formal correspondence and legislative hearings and briefings, as well as reviews and edits letters, communications plans, and other documents provided to the Assistant Deputy Director of Legislative Affairs for approval. The position is responsible for representing the Department’s policies and positions before the Legislature, the Governor’s Office, Agency, other State departments, and the Directorate on high-profile, sensitive matters. The position works collaboratively to develop recommendations for the Governor’s Office, often coordinating cross-functional task forces within the Department to formulate policy and legislation. The position is responsible for independently managing strategic planning efforts and high-profile special projects. The position coordinates assignments from the Division Chief and Assistant Deputy Director to the HQ Legislative Affairs Office Managers and coordinates assignments from the Director's Office, Agency, and the Governor's Office to the Division. Additionally, the position is responsible for coordinating training for the Division of Legislative Affairs. This position requires a high level of confidentiality that must be observed when addressing sensitive issues.

Multiple positions may be filled from this recruitment.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

3. Describe your experience (including the number of years) supporting a manager or executive, including building and sustaining a cohesive and effective team.

• Experience with managing and leading on sensitive issues in a fast-paced environment.
