Under administrative direction from the Deputy Secretary for Veteran Services, the Assistant Deputy Secretary is responsible for the management and supervision of the divisions Community Engagement, Memorial, and Cemetery operations. Community Engagement teams include Local Interagency Network Coordinators (LINCs), Disabled Veterans Business Enterprise (DVBE) Outreach, California Transition Assistance Program (CalTAP), and the oversight of mental health and justice involved programs supported through the California Department of Healthcare Services. Veteran Memorials and Cemeteries include operations and staff assigned to the State Veteran Cemeteries at Igo, Yountville, and Seaside. Management also includes the oversight of any other future State Veterans Cemeteries. Each of these functions is managed by one Staff Services Manager III, and two Staff Services Manager II's.
The position exercises full management and supervisory responsibility in charge of Veteran Memorials and Cemeteries with responsibility for policy formulation and implementation. Responsible for working closely with all Agency and field management staff in making agency wide decisions and implementing the goals and objectives of the Agency's Strategic Plan. Provide the full range of management and supervision of subordinate supervisors and staff assigned to the State Veteran Cemeteries at Igo, Seaside, Yountville, and any future cemetery developments. Provide management oversight for issues involving veteran memorials proposed, constructed, and maintained by the State and in Capitol Park, Sacramento. Representing the Agency at hearings, meetings, and conferences with organizations such as the United States Department of Veterans Affairs (USDVA), National Cemetery Administration, the Legislature, the Governor’s Office, State control agencies, local governmental agencies, private organizations, and other appropriate groups regarding Veteran Services Division programs. Build and maintain relationships with the same agencies and organizations to ensure effective communication and partnerships. Manage the budget for all indexes in these units, develop budget proposals, legislative analysis, provide outreach and public customer service, develop informational publications and various documents. Compile and generate monthly reports of workload, project planning, budget, or other statistics to report performance and progress.Other job related duties as assigned.
